I wouldn't put on this shirt, I'd either leave it out and wear the top as a dress with some wedges or with a dark leggings and wedges. Or I would take a denim jacket and no pants but as shoes maybe wedges moccasins or toms :)

Ditto, no top under, just as a dress. If you're concerned about your arms wear a little jacket or cardigan.

Depending on your style you should wear it the way you like. honestly the long shirt with the scoopneck underneath looks nice. just lose the leggings and add some cute flats/boots.
