I second Ka'oir, although I believe you can only get them online. If you have an Inglot store around you, you might also check out their 281 and 282 lipstick! I wouldn't say they're neon, but they're pretty bright; especially 282!

Lime crime's D'lilac and Airborne Unicorn! :) I only have the airborne, and it's a tiny bit darker than d'lilac. But I'm going to buy D'lilac soon~

Maybelline vivids has an awesome purple color! Check them out. They're like $7 a piece, and they're the greatest.

Wet & Wild's Sugar Plum Fairy is super bright and "in your face" bold. It's also a great dupe for Mac's Heroine lipstick. Another great thing is it's like $4. But be sure to have a lip liner because it tends to bleed. Liners from Wet & Wild are like $2. It's available at your local drug store. Xx
