The best eyeliner I use being a make up artist is by mac called blacktrack its not waterproof but won't move around the eye or in the waterline.x

NYX slide on pencils are awesome. Set them with a light dusting of translucent powder or a similar colored eyeshadow and you're good to go for at least 8 hours.
