You have to lose fat overall which can be done by doing cardio, jogging or doing the elliptical 3x a week for at least 30 minutes will help if you do it consistently!

Start by stretching and strengthening with yoga poses geared toward your core like cobra and bow.
Then, floor exercises like squats and lunges. A lot of excess of your back can be fixed by working on your core and hips. It's like the most annoying area ever.

Eat lots of fruits and veggies, minimize the sugar (because it does turn into fat if you consume it in excess). And the girls above are correct about the cardio, yoga, stretching (find something you enjoy that gets your heart pumping and stuck to it).

There are certain exercises that "target" certain area. You know how you'll do crunches to improve core strength and abs etc. There's this awesome app I use on my phone called Sworkit (it's free, the one that can be bought is called Sworkit PRO but there's not much of a difference) and it gives you all sorts of exercises to target different areas on your body, and it includes weight lifting, yoga, etc. Quick note, if you're not sure what a specific move is, there a a short vid included with a trainer silently doing the move a few times for like 10 seconds to give you an idea (like what the hell are burpees, am I right? haha) There's also a website you can use where you pick your specific spot and it will list all the workouts you can do for that area on your body. Try to have a "clean" diet (fewer processed foods, more organic/homemade choices) and get 30 minutes of cardio at least four times a week.
Yoga and Pilates is great for strengthening and toning your back (personally I prefer Pilates because I feel like it gives me a better workout). I also like that you can do most of the stretches and exercises at home (Vlogilates on YouTube is great).
