They look great and I don't know anything about a dotting tool but they have nail art pens you can make those dots with. I am pretty sure you can really get them anywhere but I got mine from like cvs a while ago.

You can get nail pens with a tip that dots and a thin brush to draw on designs... They are great for nail art and I use them all the time. You can order these on the Internet
