Well I would recommend just leaving your hair in several braids while your is wet and then in the morning you take them out I tried it and it turns out almost exactly like that.
Good luck and please follow me if my advice was helpful

A curling want! Then brush it through so the curls aren't tight and you get the loose wavy look :)

A small wand. Don't use a bigger one. If you get smaller curls, you can brush it out and it will give you the look your going for

I use a wand. I get bigger waves I use bigger pieces of hair an towards the big end of the wand. But for smaller do the opposite. And you can tousle your hair to get a looser, messy look.

I say use the wand, if you want those curls. Make sure when you wrap it around the barrel, the piece is wide, I can tell from the picture that's what she did.

I second the sleeping in loose braids suggestion...it looks so much better IMO...it has a laid back pretty look to it...not like you spent all morning on your hair.
