Hi Emma,
Foundation and eye primers are very different. Foundation primers usually have a "slick" dimethicone feel to them to make your foundation apply smoothly and diminish the appearance of pores while an eye primer will dry very quickly and create a base for your eyeshadows to adhere to for lack of better words and make pigments show more vividly.
If you used a foundation primer on your eyelids it would likely make your eyeshadow crease.

Just apply it all over your face, before the foundation. Wait a couple minutes till it's dry, and then apply your foundation. And yes, you can, but it's better to use one especially for eyes.
