So I usually struggle finding a foundation to match my skin, either its too dark or too light. I really have no idea what my skin tone is or my underlying tones. I have blue eyes, my natural hair color is.dirty blonde, when I go in the sun I usually tan easily but my face will get a little red and my veins are blueish(don't know if it helps but I heard those things can helo determine your skin tone)

You are cool toned. Depending on how pale you are you would want a pink undertone foundation.

However since you said you tan easily, you can be classified as neutral as well. I worked with clients that have blue veins and would be classified as cool undertone but I would match them with neutral tones. There are exceptions. Best way to get your foundation color is to go to a department counter and get them to help you out.

I think you are light complected with a warm golden undertone. Very Lauren Conrad/Jennifer Aniston-y. Also, how dark or light your skintone is and your undertone are two different things.
