I like using NYX directly over another liner. Stila makes some nice shimmer liners that last and are highly pigmented.

I love Urban Decay's. To me it isn't pricey because I've used some really cheap glitter liners and they burn so bad even if you don't get them in your eye so personally I'd rather pay more and get something that doesn't irritate my eyes. It's the only one I've used for ages though so I can't really recommend anything else. I'm hesitant to try anymore of NYX's stuff though because I got the jumbo eyeshadow pencil in milk to use as a base and it seems to really irritate my eyes sadly.

NYX for sure. I bought an entire bundle for Halloween makeup a few years ago and paid so cheap for it on ebay.
