Depends on the place I guess.. If it's school, fingertip length. I'm totally ok with this rule since teenage guys are so damn thirsty, and teachers can be nasty. Follow the rules at school.
Everywhere else, screw it. You can wear whatever length, tightness and rise you please. If someone thinks you're vulgar it's their one opinion only.

In my opinion, shorts become vulgar when they aren't covering the bits. If your cheeks and hoochie are hanging out, why bother even wearing pants?

I agree with emily w, if you can see your butt cheeks then they are unnecessaryily short, you may have a nice bum but that doesn't mean everyone else wants to see it.

I agree with Emily. Although on tightness wear what fits. Wearing tighter pants will not make someone look skinnier, trust me I've tried. Just make sure it fits you properly and non of your lady bits are hanging out. Follow the school rules if they have then, but other than that wear what you please. :)
