Rosebud Salve! it's 6 bucks at Sephora and it seriously changed my life. You can use it other places than your lips too- pretty much anywhere your skin is dry :)

Not sure if it qualifies as a balm but I love my aquaphor lip treatment. Very nourishing moisturizing and even makes your lips shiny, like you've applied gloss. Not sticky at all.
