Maybe you're over washing it.
Washing too often strips it of it's natural oils and dries it out. Showering in hot water and washing your face with hot water will also cause it to dry out.

You can have oily skin while its still dry. Try a different moisturizer and something gentle. Use oatmeal as a wash, it's great for oily skin but very gentle. And see what moisturizer you can invest in. I prefer to make my own as store bought moisturizers suck but that's totally up to you. Oatmeal also exfoliates your skin so I wouldn't worry about a scrub if you use it. And if you have very dry patches in particular you can apply eye cream on it , a little trick I learned
