Manic panic is semi permanent dye, or you could try one of those coloured gels that comes out when you wash your hair, I have them in red blue and purple and it looks great(:

They last for as long as you don't wash your hair, and I got them in a Dutch store, but they are on eBay as well, try searching 'coloured hair gel' or something like that.

I second the manic panic, BUT I bought mine from a "Sally's Beauty Supply" and had to put it on three times to get the blue I wanted, because my hair was is dark. The first time it will come out greenish blue; but I love the product!
