No!! I tried both liquid and cream and it got in my eyes and contacts and ruined my vision for a small period of time and burnt really bad. Try a pencil

for me it didn't burn (it actually felt cold on my eye) but the liquid liner got into my eye & turned it blue!! it also messed up my vision for a while.
it was a disaster & a mistake I'll NEVER make again, lol. for your water line, use a pencil.

Some people they are using it but not on the waterline. They use it below lower lashline then topped with kohl pencil along waterline for more intense look. It's very common here.

I would suggest gel liner water and liquid are the same thing so this causes it to smear.
