To make it I'd say get a green skirt and head off to the craft store & get some metallic green fabric paint and toule (I don't know how its spelled but the tutu material lol) or whatever fabric you like and draw out the scales and sew the top layer of fabric on. Get creative use glitter or rhinestones different fabrics. it looks simple & adorable. good luck
