For the likes of liner I would go cheap starting out, liquid liner is hard to prefer t so just keep practicing. YouTube has many tutorials I anything you struggle with. Also go to department stores and get colour matched for foundations and get a free weeks sample from the counter staff and try out stuff so you can see what you like and they will tell you your skin type also

The easiest routine for beginners is foundation, eyeliner, and mascara, an Chapstick, don't buy expensive makeup right now go to you tube and experiment with looks, once you feel comfortable with other looks and have used cheap makeup you could move on to more expensive makeup if you want but if you use expensive makeup right now you might be waisting your money since your just going to put on and take of makeup hoped this helped

The best thing that you could do is go to ulta tell them to color match you and then the color they pick go to the other side of the store where they have drug store brands and look for the loreal color match foundation and look for a color that is like the one they tell you, reason being cuz they don't have samples of drug store brands better yet do this instead of buying the foundation in ulta go to cvs and buy it their they have a satisfaction guarantee policy and if the foundation you got is not your color you can always return it for a full refund as long as you have your reciept but still go to ulta and get color matched an ask them for a sample

No worries but try to get the makeup at cvs you can't go wrong if your color don't match you can always return it even if you have opened it as long as you have the receipt, post a pic with the look you decide to go for.
