It looks like millia a over production of keratin ( protien) I really can not tell from the pic but if it is the derm will perscribe you retinoids and a series of microdermabrasion or peels but if you can not go to the derm cleanse with a salicylic cleanser an try using a retinol product 3 times a week to start or a glycolic product do not start with both at the same time and use spf daily

It does look like keratosis Polaris. I have it all over my arms, chest and neck. Don't use moisturizers or face washes with keratin in it, it just irritates it more. Go to a dermatologist and they will give you a cream for it :)

A lot of people have KP (including me) :) Maybe use a gentle exfoliator on your face, and moisturize afterward.
