I had these fine laugh lines around my mouth for about 3-4 years and it seems that they are starting to get worse. I'm only 21 and it really bothers me. I also have fine lines under my eyes is there any cream out there that can help me with these fine lines?

It's hard to remove wrinkles once they're there, but these things can help:
Vitamin e oil
Vitamin e lotion
Shea butter
Castor oil
Lanolin cream
Anything with an oily, moisturizing property will serve you well when preventing the lines from getting worse. Use sunscreen too. Foundation in bright sunlight creates premature wrinkles and creases. Always remove your makeup thoroughly by dabbing, not smearing/rubbing.
You can also try an oatmeal mask or an egg white mask. This can help make your skin look and feel more radiant and restore that youthful glow.
Fine lines can be genetically inherited, so if these don't work then there's not much you can do but embrace them. Even gorgeous celebs like Kate Winslet rock their fine lines!
Hopefully this helped :)

I'm 20 and have them on my forehead so I feel your pain! everything Vanessa said also things that have retinol in them are good. if you wear foundation use a silicone primer and it won't let your makeup settle in them making it harder to notice them!

Retinol will make your skin more susceptible to sunburns, so be sure to use sunscreen if you go the retinol route.

You know, what can really help is facial yoga.. I have no idea how many people think of this but I'm only 14 and I do it, it rlly refreshes me xD. If you go on youtube and just type in facial excersise then you'll get loads of options. One of the easiest things you can do is from the inside of your mouth press your tongue on the area of the laugh lines, tighten your mouth abit on the side your pressing on and if you keep doing it like 2 mins everyday you should see results :) x

You can mix the oils I suggested into some moisturizer for your own cream. Oil of Olay / Olay Regenerist is good. :)
