Hmm.you should put some veseline to let them grow.
After the eyebrows are thicker,you can fill them in.

Look at some of Tanya burr's older videos on YouTube. she used to have practically no brows but drew them in and they looked very natural.

It seems that the top of your brows are over plucked. Stop plucking that area until they grow back. In the mean time just fill in the top arch of your brows.
