I really like milani over those two, its cheaper and I think it makes my shadows look better and last longer.

Urban decay. It makes my eyeshadow more vibrant and last longer. I forgot to put on primer one time and I could definitely tell a difference. Especially in the lack of vibrancy.

Definitely UD. I've tried both. Too Faced is still a pretty good primer. I'll use it to set concealer or use it occasionally with liquid liner. However it tends to crease and sometimes the eyeliner will rub off on my eyelid. I definitely don't use it with eyeshadow. UD literally lasts allll day.

I've only tried UD but I love it. I have heard the Milani ones are good too though. They have been compared to UD before I believe. Couldn't hurt to try them first and then move up to UD if you aren't happy :),
