Hair cut help!

I have curly-wavy hair and currently have long layers. My shortest layer almost touches my elbow. I need a hair cut that wouldnt reduce the over all length more than 2 inches but I want my shortest layer around my shoulder. I don't want to narrow down the shape of my hair either. I'm confused. Suggestions please.
p.s. this is a pretty old pic, my hair is a few inches longer now.
