My first thought would be to use a really little glass, my second would be to do rings of white until the center is small enough.

I think they used the Ziploc bag technique. A full tutorial can be found here http://www.ooohshinies.com/2012/07/how-to-ziplock-bag-nail.html
Basically you do the marbling on a plastic bag and and cut it to the shape you want and apply using clear polish! Or just make the design smaller to begin with! Hope it helps!
