Warm colors bring out blue eyes wonderfully! Try some coppers, golds, and warm toned crease colors. Also, I did a friend's makeup for homecoming, and she has blue eyes. I used a navy blue liner on her lower lashline, and it made her eyes stand out like crazy!!
