I think a skater skirt with plain shirt and boots
as for makeup I think something really simple cuz your only 13 you shouldn't like so much on ypur face go for a simple look and do a pop of color either on your lips or eyes

I definitely don't want to do anything to dramatic, but not super simple either. Everyday, I usually wear mascara and some lip gloss, if that helps!

Some neutral eyeshadow mascara and eyeliner ONLY on the waterline your to young to wear to much makeup and a cat eye is to much at this age.

By the way, Happy 13th Birthday! I think that you should wear something cute and casual, since it's your 13th birthday anyway. My suggestion: Don't go too glam! That's for your 16th birthday!! Maybe a cute long sleeve graphic tee with some nice skinny jeans and some Oxford shoes-if you have them :-) Even though I'm not 13 years old, I still think this would be an awesome outfit for your b-day party!!

Oh yeah, the makeup! Maybe like a nude or a light pink blush, some pink lip gloss, and a little tiny bit of pink (or blue--which is what I prefer!) eyeshadow. You don't have to go pageant style with your makeup, but it's your look and I'm just trying to help you ^.**

I would go for somthing simple I had my 13th this year and I went for a simple look I wore foundation and a bit of mascara with a smokey eye but it wasent to dramatic.
