I'm planning on ordering a 25 brush set from ELF for $75 as my starter kit while I'm learning & practicing.
I'd suggest doing the same, unless of course you already know what you're doing :p
after my ELF brushes I'm planning on splurging on Sephora brushes or MAC brushes.
