Johnson&Johnson baby lotion is amazing! My skin is very sent survive and it tends to get really dry in the winter time. I've tried aveeno, goldbond, Keri, etc. And this is the only moisturizer that works for my skin! Plus it's super sensitive to skin since it's a baby moisturizer ;)

Try first aid beauty ultra repair cream at sephora... I know you asked for drug store brands, but I swear this works. you can get a 2oz bottle for $12 to try it out...even the large size is reasonable at $28 , which lasts me all winter... good luck!
