Have you tried applying thinner coats but more of them so they dry faster?

I always struggled with the same thing until someone told me to use a cotton ball with rubbing alcohol on it, wipe your nails off before polishing, let them dry then apply your nail polish. Allowing each coat to dry before apply the next. My nail beds are naturally oily which makes my polish bubble.

I always apply a cuticle oil or good ol Pam! I know it sounds weird but the oil prevents smudging and I feel that it helps the polish dry faster. As far as the bubbles you may want to try rolling your polish to mix instead of shaking.

I'm not sure why they are bubbling on you, but maybe you could try the seche vite fast dry top coat. The formula is super thick and I've been using it for months now and it's never bubbled on me.

Don't polish under a ceiling fan.

Don't shake the polish bottle, and don't paint your nails in a humid room or near moving air. Paint sheer thin coats, allowing each coat to fully dry before adding the next. When you are finished, let the last coat fully dry, then add a top coat to seal. Sandwiching wet paint under a fast-dry top coat will lead to bubbles or smudges.

Polish can also bubble if you mix a "3-Free" polish with a regular base/top coat or vice versa.
