It's really a preference. I usually do Foundation the Concealer, so that might be the way to go :)

I usually do foundation then concealer, but if I really want to cover some stuff up I might do some concealer, foundation, then touch up with more concealer just for extra coverage.

It's technically foundation first then concealer. I personally like doing it this way because I find my concealer gives my skin a highlighted look when I do :p
but it's really up to you. it won't make a huge difference.

Personally, foundation then concealer as the foundation may cover up some things and not other things; where concealer comes in. If you do it the other way you will end up using loads of concealer (if you have lots if things to cover), and then the foundation won't be necessary! x

I personally put Concealer on blemishes then foundation and maybe touch it up again and I find this works great but I suppose its a personal preference

I prefer to do concealer before foundation. I use a REALLY heavy concealer (Hard Candy Glamoflauge, it's meant for covering tattoos) It's pretty much a stark white color. I put it in the triangles under my eyes to highlight and cover my hereditary dark cirlces.
I agree with Shelby that foundation afterwards tends to help lock it in and blend better. Typically I do my thick concealer, foundation and then a thin coat of MAC Prolongwear concealer.
