Try a lip scrub. Just look it up on google and one should come up about using honey, sugar, and olive oil. Do this like 2 times a week and moisturizer with eos or other lip balms.

I use baby lips and it really helps to hydrate and it comes in a whole bunch of cute colours :)

A bit like Kaley's answer, but just make your own lip scrub out of honey, sugar and Vaseline. Exfoliate before bed (you can buy tasty lip scrubs at Lush too) Then apply a lip balm. I suggest Baby Lips or one out of the Nivea lip range? I haven't tried Chapstick (what rock am I living under) but that may work as well.
