Well I make lip balm, what base are you using? (Shea/cocoa butter, oils, beeswax, etc.)

You can microwave some Vaseline, then put in a tin or lip balm container, and let it sit until it hardens! if you want it to have some color you could put in some crushed eyeshadow or a but of another lip balm. also for a fragrance you can go out and buy liquid fragrance and put a drop in!

Anneorshine has a tutorial on it. You need some type of butter like Mary are said and cocoanut oil is great for a lip balm cause it is moisturizing and gives a scent. Vaseline also helps

Put petroleum jelly (Vaseline) and a lipstick colour of you choice in to a microwavable bowl. If you don't want to add lipstick in you can leave it colourless or add some food colouring instead. Also, you can add some flavouring such as vanilla essence or peppermint but that's optional then microwave for 30 seconds on max. Remember to mix round in the bowl. Then find a small lip balm tin and add your mixture to that. Put in the fridge to set for about an hour ,or, if you want to go for the fast option put in the freezer for 20 minuets. Hope this helped! xx

You can use beeswax coconut oil and some essential oils too.

Petroleum is derived from crude oil. I suggest against that. Beeswax as a base or if you want it vegan then Candelilla wax.
