You don't need a license to do makeup, unless you want to be a makeup artist in a salon. Whether doing from home or in a salon, I do believe you have to have a license to be a nail tech but I'm unsure. Someone please correct me if I'm wrong.
I'll be attending Aveda this fall for full on cosmetology, and I know they offer just a esthiology program for skincare, hair removal and more indepth makeup lessons.
I don't know much about your area, but some cities have school just for makeup. If you don't have any around you, you can always look into online programs. It will give you a certification, which may help back you a little with your career. :-)

I know there is makeup school online called RPM, and there is another one but I can not think of the name.
There's a difference between a certificate and a license.
A certificate is "Olivia K. has completed the Nail Technician Course as Nail University." It's kind of like a diploma. A license is what you get after you complete school. You take a specific board test for your state after graduation. It's more along the lines of "Olivia K. has passed the Board Test and is licensed to do nails in the State of California."
You need a license to be a manicurist, not just a certificate.
