Look into cosmetology schools in your area and take some tours.
I'm unsure if you're a junior or a senior, I'm assuming a senior and if you are, once you decide on one, go ahead and start the application process. You do need a copy of your high school diploma to actually apply and get in to these schools, but you can basically compete everything else such as getting your letter of recommendation, completing your reference sheet and writing your letter of intent.
Also, always keep the "hair world" fresh in your head. Know the top stylists in the industry right now, know what trends are "in."
You could always call your local salon and ask to "shadow" a stylist, basically observing what they do and getting a feel of the salon enviroment.

In the meantime, consider getting a part time job in the make up industry-- like sales in cosmetics. You don't need experience, generally, and you'll meet many people who are licensed and can help. Additionally, you'll become comfortable touching people, and talking to people (making small talk) just as you would if you were doing hair. When you go to cosmetology school, you'll have to learn make up anyway. This will give you a head start.
