The picture is trying to show you how to imitate boot socks. Boot socks usually cover the foot and go all the way up. This is a little hack so you don't have to wear the whole sock. For a DIY of this, try cutting part of a sleeve off of an old sweater

Yes I think sock cuffs or boot cuffs is what they're called. They look like leg warmers but they're to make it look like you have pretty socks on under yours boots rather than keep your legs cosy.
