Ok, so no shorts or pants narrows it down a lot but wear leggings or capris or you could wear pants and just roll them up, it looks cute with some jeans (and I know you specifically said no pants but YOLO right? Rebel me, tellin you to wear pants anyway)

Peddle pushers are shorter than capris..hitting just behind mid knee. They're adorable and cool in the heat. Capris hit just just above mid calf. They come in every style and color. Kohls has a ton on clearance. I'm also a huge fan of cuffed capris. You can dress them up or down with accessories and shoes.
