Doesn't matter. I put my concealer before my tinted moisturizer. Then I blend it all together. But it really doesn't matter.

It goes over your foundation because under your eyes should be a little more brighter:)

I do it after foundation so I know how much I really need. Once you do foundation you have a good base already and whatever's still showing then you conceal. :)
