Probably dry skin or rash. Try moisturizing with organic lotion. Tea tree based or do coconut oil.

You may have KP (Chicken Skin) also known as Keratosis Pilaris. This commonly affects the upper arms and sometimes the cheeks with little bumps and redness. You can Google it to make a symptom/image comparison against what you are experiencing. I'm always big on people seeing a derm, but there is a line of non-prescription products by DermaDoctor that targets this very issue. Exfoliation and hydration is a key part in minimizing KP. The DermaDoctor body scrub is called "KP Duty" and they make a cream by the same name. Both are available at ULTA and Sephora (online and in the store) Used together with diligence, I have seen them work beautifully for peeps with KP. If you are having an allergic reaction to something and these bumps came out of nowhere or are itching, then I would suggest a Benadryl and Organic,Cold Pressed Extra Virgin Olive oil, which is soothing and a natural antiseptic. If the latter is the case and does not improve within a few days, I would see my physician.
Again, I personally feel a derm is a good idea to ensure a proper diagnosis, but the scrub and cream are not harsh and work very well on my psoriasis and for ingrown hair prevention so I'm a big fan myself. Good luck. :)

I think I know what your talking about. The backs of my arms feel rough too. I started applying lotion each time I get out of the shower and problem solved. The lotion I use is St. Ives. It's the biggest bag for your buck and works awesome.

Roz Berry is right but you want to exfoliate and use a lotion with an alpha hydroxy acid. Eucerin professional repair is what my dermatologist recommended.
