If you order from urban decay you get a moonshine sample and a de slick travel size. Atleast, I got one with my order. And I only spent twenty.

It sometimes has makeup stuff. not always but samplestuff.com its the only place I go to for free samples online.

If you order from sephora you get to choose 3 samples but I can't think of anywhere you could get them for free.

I am not sure about free but definitely look into subscription boxes. I recommends sample society, glossy box, and ipsy. I've tried birchbox but the samples were not as beauty orientated as I wanted

I have actually tried a few sites that post free makeup and health samples. My favorite one to use is http://www.freemakeupandbeautysamples.com - that site is the most legit one of all the ones I tried. Hope that helps! :)
Oh and, yes, the Sephora samples are great. You can also get free samples with purchases from Saks.com. :)
