Try exfoliating. I've never used exfoliator any where but my face, but i would imagine you can exfoliate your legs.

I agree with Dana. Especially if you're flaking, exfoliating is super important.
You want to exfoliate your skin a couple of times a week, not too often, and don't get anything too harsh, otherwise you risk redness from broken capillaries.
Also, you want to wear a spf moisturizer in the day, then a super rich night cream before you go to bed. I know it's winter, but sun damage occurs even in the winter and this could be part of the reason for your flakey skin on your face.
So for your body, you could get a body scrub, like a sugar scrub or whatever, but for every day shower, I would do a creamy body wash and use those exfoliating gloves. I like these better than loofahs. Then right after you shower, try a rich body cream, I like bath and body works, and for a light lotion I like the Queen Helene cocoa butter. If it's really dry, a few times a week you can put some kind of vaseline on top of the body cream, because it does not moisturize, but it will lock in your moisturizer and allow your skin to really heal.
Those are just some basic tips that can really help to improve the quality of your skin.

Exfoliating your skin on a regular basis takes care of that :) I have a great recipe for a sugar scrub on my blog :) feel free to check it out.

Drinking more water will help bring moisture in so it won't be as dry and like everyone above, exfoliate!
Here's a great lotion ( well it's actually a toner but it's almost like water and its great)
It helps keep your skin moisturized by locking up water and it can be used all over your body!!
