Palladio eye inkers in Navy Blue! is a dark navy blue color, but it pops out with navy blue eyeshadow!

if you need a budget friendly option, jesse's girl loose eye dust in blackstar blue is excellent!! also to get a really smoked out look, the milani liquif'eye pencils are really good too. verry soft and easy to blend : )

If you can find Prussian eyeshadow from mac then that is perfect. Mac Contrast is great too.

for my navy smokey eye i use a baked duo eyeshadow by hard candy i dont know the name but its the only navy blue/light blue duo

If your on a budget ... the Rimmel HD eyeshadow in navy works pretty good!
