Try a mr clean magic eraser. I've used one on some of my shoes ( not white) and white walls at my place and it worked wonders!

If you mean the white part of converse shoes or all of the cloth-y part (that is a white color) If you mean the white rubbery part, I use comet and it cleans it very well but if it gets on the cloth it will discolor it because some Comet products have bleach.

Use house cleaner like comet or soap and bleach and scrub eith an old toothbrush, rag, or nail brush. They will be very very white I promise.
