search for "waterfall braids"...there are a some really good tutorials out there for doing it and then the rest would just be curling...good luck

It is a waterfall braid, you can find a lot of videos on youtube about it. However, all of the curls in that picture are all going one direction. Personally I think it looks better if you have them going towards the face. Or you could have one row going one direction and another row going another and so on.
