Toners vs. Dyes

Whats the difference between toners and dyes?

I bleached my hair and applied a blonde dye over it and since then I have been using shimmer lights to lighten my hair. Now my hair is just 4 different colors.
So, I was just wondering what the difference is in using a toner or just a dye. How can you tell what a toner is over a dye?
