Products from Lush are amazing mainly natural with some safe synthetics in some if their products. I have a toner from there that is $9 for a small size and it has lasted me forever! That's around the same price for a drugstore toner. It also depends on your skin type. If you have oily/combo than I recommend an astringent like the Bioré astringent. If you have dry I recommend using something that is a lot more gentle with your skin. I HIGHLY recommend going to lush and this is personal opinion I don't work there or anything I am so in LOVE with their store. You NEED to go check it out!
