Morning Beautifuls!

I am going to buy Essie's ridgefiller and I wanted to know if I could apply a base coat over it then apply my nailpolish. what are your suggestions? I am also going to buy OPI Original Nail Envy. Can you apply a base coat then nailpolish over it? Can I apply the ridgefiller first then the OPI and then base then nailpolish.
