This is my best advice.
To keep yourself hydrated naturally, invest in a jar of Organic, Cold Pressed Extra Virgin Coconut Oil.
This is excellent for removing make up without tugging at the delicate area around the eye. It's also extremely soothing and hydrating. Great for your lashes, your lids, your neck, hands...hair your entire body! There are recipes on here for scrubs and all sorts of fantastic ways to use it from Beautylish members.
You can see a derm to request Retin A or purchase a product that contains Retinol via Sephora, Ulta, etc. It will not have the potency that a script would have, but it still beneficial in encouraging cell turnover and stimulating collagen. My derm carries their own line of products in addition to the "Love My Body" line. They make kits that address this very issue. You want to go to PRODUCTS THEN KITS. Look for one called "Reverse it". It can be purchased here: http://www.lovemybody.com/ That is an excellent place to begin.
Estee Lauder makes a hydrating, firming capsule that contains Ceramides, which are recommended for maturing skin. It's called "Ceramide Capsules Daily Youth Restoring Eye Serum". You can snag it online or in any ULTA store. (hope that link works)

They make another ceramide for the entire face and neck/chest area..but it also can be used around the eye area so you may want to purchase just the larger capsule. Reviews on both products can be found just below the image at the links I posted.

Target is easy and immediate, affordable access to the entire No. 7 line. They have excellent products targeting this very issue. They also make a fantastic and effective skin smoothening lotion called "Photo Fix". It's in a tube and you need only a bit. That's a quick fix for any night out or every day.
"Perfekt" makes an eyegel that Sephora carries both instore and online. One is tinted if you choose to use it as a concealer and the other is clear, with a focus on brightening and removing "crepe" from the lid and below the eye.
Drink a ton of water. Go crazy with water! Add superfruits to your diet and learn to love smoothies. Google will provide you with a wealth of info on superfruits and anti-oxidants and how to work them into your everyday life.
Invest in destressing. Do yoga, breathing exercises...you need to your calm your body to calm your skin.
Take Vitamin C, Vitamin E and Zinc. Smokers are more prone to wrinkles largely because cigarettes deplete the body of Vitamin C. Drink green tea. It detoxifies and soothes and hey..it aids in weight loss so who doesn't love that? A little red wine now and again is good for your heart and that's beneficial to your entire skin, including your face. Limit your fast food and fried/processed food and alcohol intake. Boozing shows on the face as does a poor diet. I do one cheat day a week..lol
Do research on products containing caffeine and Vitamin C. There are Vitamin C recipes for applying it directly onto the skin (which is crucial, I feel) and so look into that. There are some good suggestion for coffee use, which has been proven to be beneficial to skin, both externally and internally. There was just a thread here about it the other day, so if someone knows who made it or the title...that would be of great assistance here.
Dr. Brandt makes a kit that ULTA or Sephora should have called "Glow" and that contains Retinol and is intended to make the skin shine...really get the entire face (and the undereye area) back to supple and glistening. It comes with a Day and Evening product. Dr. Brandt also carries some peels that are light and effective. Sephora and Dept. Stores should have Origins "Modern Friction", which is a natural way to exfoliate the skin. But do NOT use around the eye and be careful around tiny vessels near your nose. Over exfoliating is just as bad as not doing it at all..or worse. Philosophy makes a gentle line that can be used on the entire face called " Microdelivery Exfolating Wash". I would alternate that with their "Purity"..and use the Origins once a week.
When you begin anything with Retinol you need to understand that you cannot layer products that contain it. Choose one that works best for you and stick with it. Understand that your skin needs to adapt to it and so introduce it slowly to prevent irritation and excessive dryness. Protect your skin with a beauty balm or facial sunscreen containing a minimum of 30 SPF. Maria Badescue has a gentle one that is effective. Dermalogica (Ulta) makes a great, thick "Age Smart" tinted sunscreen. It has a slight odor to it, but that immediately vanishes after application. Most BB and CC creams have sunscreen so find one that works for your skin and budget.
Use warm, not hot water when washing your face and never scrub at it. Lightly pat it when you are drying your face or let it air dry. Also end your facial cleansing with cold water to close those pores. Mario Badescu makes an amazing Seaweed astringent for tightening pores. You don't want products working their way into your pores and clogging them so that's a good way to prep your skin before using anything else. Use only 100 % cotton balls/pads on your face. Synthetics scratch and irritate. I avoid any pre-moistened wipes on my face for this reason: always have..always will. My mom gave me a heads up on that as a teen. Don't dry out around the eye with a ton of powder. Use the bare minimum if you need it.
Avoid excessive sun without protection, get a fabulous pair of sunglasses that cover the entire eye area. Get your rest..elevate your head. Throw a few large spoons in the freezer and when you wake up...hold one on your eye for a little bit. It's fantastic and all natural. Also, Your CVS or Walgreens (whatever drugstore) should have a comp to Garnier's undereye treatment. I'm not talking about the concealer/brightener, but the one that is for anti-puffiness and contains caffeine. It's a roller and brightens and brings down inflammation within minutes. That's a cheapie that is invaluable!
Get a great concealer and primer that are not drying. Look for products that emphasize they hydrate. I love Laura Mercier's primer because it is moisturizing, but I'm certain there are others. I also adore their Camo pack for concealers as well as Napolean Perdi's "The One" peach concealer and you need only a TEENY bit to say bye bye to purple under the eye, but to be honest...Physician's Formula makes a great yellow/green under eye concealer for redness or purple and it's inexpensive. Beauty Blenders are fantastic for using around the eye area and for drying skin. Good Karma by Urban Decay is an excellent foundation brush that leaves an airbrushed look. Optical Blur by using in a circular motoion. Technique has a fantastic stippling brush that can achieve the same results.
I don't expect you to use ALL these products, but instead view them as options. You need to find a regimen that works for you and stick with it.

I think strivectin an dr graf an isomers are some of thr best I have tried where sunglasses if your outside I also use a sonic eye roller , it helps your products penetrate deeper I also use a serum then a cream ontop
