i found some gel eyeliner on ebay for cheap but its from Hong Kong. I am wondering how safe it is to use? Wondering if anyone can help me with this.

I wouldn't trust it personally. I would only buy from ebay if it was from a creditable store that sold products from brands I know.

There's no way of honestly knowing. I personally wouldn't use it. I recommend buying eyeliner from brands you're familiar.
