If you look at the bottom lip, you can see a faint outline that's a lot brighter than the shadow. Tell-tale signs of photoshop.
That being said, it IS possible to achieve something very similar to the image by using a sharpened lip pencil, a very fine brush for the lipstick and gloss, and added concealer to sharpen the outline.
But yes, that image is retouched.

Its really hard to get that perfect shape but if you try using a concealer and line the shape of your lips after you've applied lipstick, it works just as well! It will define the lip line that you want :)

It's not necessarily photo shop. It's concealer which is a common trick used when woking with red lipstick.

In that image's case it's photoshopped because there shouldn't be a bright line under the lip where the shadow is cast.
