High end, try Urban Decay 24/7 Liquid Liner. Lower end/drugstore, I'm having pretty good luck with L'Oreal Lineur Intense. These are both brush tipped though. I don't have any suggestions for felt tips.

As a liquid liner junky, I suggest Wet N' Wild's Megaliner. Not only is it cheap, but it lasts so long, and it goes on so smooth.

Miliani Infinite Liquid Eye Liner. It's amazing, it stays all day and night long. Only con is that it's difficult to remove, but you can use vaseline to remove it. It comes right off. Target, Walgreens and CVS carry it if you live in Orlando.
