Try Bumble and Bumble surf spray if you are going for that beachy kind of look. You can also tease your hair for more volume. Hope this helps :)

Well it looks to me like her hair is all one layer. I'd say grow out your hair a bit more and cut it all one length and then take a shower and scrunch it with mousse after towel drying it.

Don't forget she has a middle parting in her hair, while yours is parted to the side. :)
Just get a comb and make one.

In the photo, she doesn't have layers like you do. You would probably have to wait a while for your layers to grow out. Then have your stylist cut your hair ends straight across, instead of "choppy". While your hair is damp, spray in some mouse or other holding gel and scrunch your hair a little to create a little wave. Or you can braid your hair in a loose braid the night before. When you take it out the next day, your hair will wave some.
