Primers, a good setting powder, and a good setting spray.

You should first understand your skin type. The skin you have makes a huge difference. But you will need a primer, full cover long lasting foundation, pressed powder and a setting spray might help too. I have oily skin and I don't use one. I just have my blotting sheets. I use good quality makeup as well.

Depends on your skin type. Primers are an obvious solution, but you have to make sure you're choosing the right primer. For oily skin, you'll want something that controls the oil like Bare Minerals Oil Control (I swear by this, I use it on oil clients, or clients who use just powder foundation), if you have dry skin, you'll want something hydrating like Smashbox's hydrating primer. If you use a liquid, I suggest setting it with a translucent powder. If you're dry, try a setting spray.
